What is Free Flow Speed (FFS)?

The Free Flow Speed (FFS) is the average vehicle speed measured during low-volume periods under favorable conditions including good weather, no road works or traffic incidents.

FFS can be determined (in order of preference) from continuously collected speed data from traffic sensors, continuously collected probe data, or from a shorter-term speed study of the facility.
